Democratic presidential candidate Joe Biden proposes to do away with detention of illegal aliens who are facing hearings. Instead he proposes steps to keep track of where they are, often referred to as “alterntives to detention” (ATD). A recent report by Immigration and Customs Enforcement (ICE) states that ATD is not effective.
Citing the report, the Center for Immigration Studies notes that “Detention ensures that an alien who is ordered removed is actually removed, without ICE having to go out and arrest the alien. ATD (which is essentially a monitoring program. . . . ) does not.
