Aside from amnesty legislation, another pro-immigration measure which may pass Congress during the current lame duck session is the so-called EAGLE Act, GH.R.36438. The Biden Administration has endorsed this measure which would help U.S. companies import foreign tech workers instead of hiring Americans.
The companies claim that they cannot find enough Americans to hire with qualifications in STEM (science, technology, engineering, and math). Undercutting this claim is the finding of the U.S. Census Bureau that 61 percent of U.S. college graduates with STEM degrees have had to find work in other fields.
