One of the many visa programs still in effect, despite the president moratorium on immigration, is the EB-5 visa. It offers a green card (permanent residence in the U.S.) to foreigners who will invest money here. Chinese nationals are leading beneficiaries of the program.
This visa, in the view of Jessica Vaughn of the Center for Immigration Studies (CIS), should be “the last priority” of the government because of the new scrutiny of China which has followed the coronavirus crisis. She notes that the program is “basically selling green cards to investors. . . . There have been a whole host of scandals [involving the program.]” Furthermore, she adds, “[there are] security risks as well as just an affront to the integrity of our immigration system.”
