Senate Democrats are moving forward with their plan to pass an amnesty for as many as eight million illegal aliens as part of the budget bill. They are seeking to persuade the Senate parliamentarian that amnesty can legitimately be included as part of that legislation Spending measures can pass with a simple majority vote.
This move aims to circumvent the typical need for at least 60 votes, because of the filibuster, to pass major legislation in the Senate.
