Texas Attorney General Ken Paxton says his office is investigating three non-governmental organizations (NGOs) suspected of “aiding and abetting [an] invasion” of illegal aliens. One is the El Paso-based Hope Border Institute (HBI). Another is the San Antonio-based Endeavors, which has received hundreds of millions of dollars to transport and provide housing for border crossers. The third group under investigation is Catholic Charities, for “facilitating the movement of illegal immigrants across [the] border.”
