One hundred House Democrats are urging that the Senate version of the Build Back Better Act offer a pathway to citizenship to as many as 6.5 million illegal aliens. Previously, the Senate Parliamentarian, Elizabeth MacDonough, has ruled that this provision cannot be added if the bill is passed by “reconciliation,” a process that allows passage of a measure by a simple majority vote in the Senate. Otherwise the supporters of a pathway to citizenship would need 60 votes for passage, votes they almost certainly don’t have. The House Democrats want the Senate to ignore the Parliamentarian.
