The issue of guest workers could become a significant problem for passage of an amnesty/mass immigration bill. The Senate’s bill worked out a compromise on this issue, but proponents of the legislation in the House have not yet done so. Increasing the number of guest workers with so many Americans out of work is not popular — except among cheap labor interests.
