President Trump threatened a shut-down of the federal government in September if Democrat congressmen continue to obstruct his proposals for immigration reform. He stated on Twitter that “I would be willing to ‘shut down’ the government if the Democrats do not give us the votes for Border Security, which includes the Wall! Must get rid of Lottery, Catch & Release etc. and finally go to a system based on MERIT!” ( The latter refers to an end to chain migration which makes family connections, rather than merit, the basis for admitting most legal immigrants.)
