But the president has gone back on his campaign promises to reduce legal immigration (with the exception of cutting refugee admissions), and proposes to increase the overall numbers. The reason, says Kirkorian, is that the president has been swayed by the business interests that can never get enough cheap labor. Legal immigration is not at the highest sustained level in our history.
