Not all foreigners living illegally in the United States got here by border jumping. In fact, the Department of Homeland Security (DHS) estimates that perhaps half of the nation’s 11 million to 22 million illegal aliens arrived on visas, which they eventually overstayed. And that proportion is increasing. The latest visa overstay report from DHS says that in 2023 about 400,000 foreign nationals overstayed their visas and failed to depart the US.
While Mexico and Central America account for most illegal border-crossers, most overstayers are from elsewhere. And citizens of some countries are notorious. More than 20 percent of visitors from Burma, Chad, the Congo, Djibouti, Equatorial Guinea, and Haiti, for example, eventually overstay their visas.
To deal with the problem, the State Department, which grants visas, has proposed a 12-month pilot program that would require bonds of up to $15,000 for foreign nationals traveling from certain countries, which are to be announced. Visa holders would receive their bonds back upon departing the United States.
