An overloaded smugglers’ boat came apart in rough seas off the coast of San Diego, California, on Sunday, killing four (some reports say three) and injuring another 27. Jeff Stephenson, a Border Patrol agent, was quoted as saying, “Every indication from our perspective is that this was a smuggling vessel, used to smuggle migrants into the United States illegally.”
