Setback for Amnesty Drive

The effort of Senate Democrats to pass an amnesty for eight million illegal aliens suffered a significant setback with the ruling of Senate Parliamentarian Elizabeth MacDonough that the amnesty can not be included in the Senate budget bill. The budget bill can be passed with a simple majority, which the the Democrats believe they can muster.

Without inclusion in the budget bill, the amnesty is subject to common legislative procedure, which means that it can be blocked with a filibuster. In this case it would need at least sixty votes to pass, instead of just a majority. The Democratic amnesty sponsors of amnesty probably can’t round up sixty votes.

Amnesty supporters are calling on the Senate to ignore the parliamentarian’s ruling, which held that amnesty has no relevance to a budget bill.
