Houston officials say that drug cartels are using the distraction of the flood of illegal minors into Texas to increase drug shipments into the area. With the Border Patrol focused on the increase of illegal immigrants, the Wharton County district attorney says it’s causing the drug trafficking along Highway 59 to get worse.
