The House is now considering Rep. Zoe Lofgren’s (D-CA) “Farm Workforce Modernization Act.” The bill provide amnesty to categories of illegal aliens now working in agriculture. Anticipating that many of these illegal aliens would move to other lines of work if given legal status, the bill calls for the large-scale importation foreign workers under the H-2A program. Their wages would be limited to ensure growers a steady supply of cheap labor.
Critics of the bill say its title is ironic because keeping farm labor as cheap as possible will prevent farm modernization by discouraging mechanization of planting and harvesting.
