David North with the Center for Immigration Studies has some proposals to raise money for building a border fence on the Mexican border which would not cost American taxpayers or disrupt trade with Mexico. One is to tax remittances on money sent home by illegal aliens. Said North, “Put a 2 percent fee on all outgoing remittances. The rate is low enough to discourage alternative ways of sending money to the homelands, and the paper created will give IRS good leads for collecting unpaid income taxes.”
