Sen. Marco Rubio, one of the authors of the Senate immigration bill, said that the bill as it is written now probably can’t pass the House. One reason, he observed, is that people don’t trust the claims that it will bring effective enforcement. Success of the bill, according to Rubio, depends on amending it to change that perception. Rubio did not mention dropping the provision to legalize of most of the 11 million illegal aliens in this country.
